Perhaps its appropriate to add a bit to what Hugh said about the difference between drawbar and PTO horsepower being mostly what's required to move the tractor. In the "early" days, say before the mid-1920s, about half the engine HP was lost in the drive train, and wasn't available at the drawbar. This was reflected in the model names of the tractors, such as the International 15-30 Titan, or the McCormick-Deering 10-20 (second number is what the engine produced, first number is what was usable on the drawbar; both in HP). One of the major advancements evident in IH's letter-series tractors was improvement to the drive train to get the drawbar and PTO numbers much closer together. My understanding is that a lot of this was possible because of stronger alloys becoming available, along with more efficient mechanical design of the power train.
