Bob is correct, the top one is full the bottom is add oil, I usually check the top one and add till it runs out. Oil change intervals on a little used tractor are subject to question. Some will recommend changing it more often if it is used less but in my opinion if you use the tractor long enough to get it good and hot, about twice a year. For farm use the factory recommendation is 120 hours. Take a long time to get 120 hours with occasional use.
