Rusted rim

I have a 230 farmall. SOme sort of fluid in the rear tires. Yesterday I noticed seeping around the stem, where it is also rusted pretty bad. I figured that I noticed it now because by chanmce I parked it with the stem down low. Anyhow, I wanted to hear from you guys as to what you have done, besides replacing the entire rim. Can I rebore a hole somewhere else on the rim, and weld a patch over the existing one? Also, is there a type of fluid I can put in these tires that is not corrosive? I have no idea what is in them now, only that it appears to be clear. I appreciate any and all comments. TerryC
