H - low speed miss.

I just bought 2 farmall H's today. One I bought for transmission parts for mt 1948 and the other one I bought to fix up. It is a 1945. The engine has a miss at low speed but goes away when the engine is under load. The guy I bought it from said he could never get rid of the miss It has a magneto ignition. The tractor set outside for 8 months without being started and the battery was dead. We pushed it and it started within 10 feet. I am wondering if there isn't a valve to tight. Any ideas, anybody? I got the 2 H's for 850.00
