Bob ,I just couldn't figure out what the problem was,I printed out your reply the other day, took it to the garage took the linkage all apart,disasemblled the carb and put the bottom of the carb on the manifold,Was careful to hook everything up according to pictures I had and geting that tong in the carb right as you said and when I looked in through the bottom of the carb at the butterfly the dumb thing was sit'n wide open,HUMMMM.So I when to the H took the side plate off the gov, unhooked the part from the carb and it was sit'n closed!!!.My Son was in the other bay put'n a motor in His truck,so I looked at his old carb and those butterflies were closed.So I took the front off the 10-20 govenor and there didn't seem to be anyother way that the lever could go.so I cleaned everything up in there even the spring a essembly and made a new gasket and put it back together.Bob my head was spinning so I said that's enough there was something I wasn't understanding.Thanks to you guys I won't forget which way it is supposed to be and why.
