Levy, it sounds like 2 problems. That brake sounds too tight. I would lenghen the adjuster one full turn.

That is 90w leaking out from the brake drum. You will need 2 new bull cage seals per side (That is the seals that the brake drum fits into). Those seals wear quickly on the Farmall H and I have replaced them on 4 different Hs so far. Make sure to do both sides so 4 seals in total. Bermuda Ken can fix you up with new ones. 608-455-2411

If the one brake is not working, it is probably frozen into the frame. That was true on my 51H project. If you cannot get the cover to pull off on that side, take off the brake band lever arm and key. Prob. need some WD 40 and pull the cover off. It in fact the brake band is stuck in the chassis hole, do plenty of soaking in WD40 or equivalent and lot of wiggling back and forth and it eventually should free. Then take that corroded end and smooth it out on a grinding wheel.

You might also find the brake band totally gone. That shrug from the seller prob. means he knew it was shot.
