more then likely one of the two plungers is stuck as that pump has dual plungers and yes you must KEEP oil in the pump crankcase same oil as the engine and it is to be changed at every oil change . It is best to have that pump gone thru by a pump shop that knowes them old pumps as not only a stuck plunger but the cam bushing maybe wore out and to set the selivery on that pump it must be done on a test stand. Even though i can work on one i will not do it unless i have accsess to a stand .
