C gas tank

A day of dreary rain instead of the promised sunshine so I decided to tackle the fuel starvation problem on my C. I pulled the tank and as expected there is lots of rust and other crud. Any good ideas about getting this stuff out? I thoughtI might throw in a few pounds of clean pea gravel, put on some good rock and roll and shake it. The paint is pretty good so I don't want to send it in to get tanked. I have read here about extending the inlet upward 1/2" or so which seems to be a good idea except you can never drain the tank should you ever want to. I thought I would stick a piece of 1/4" copper tube into the existing hole. Will this restrict fuel flow too much? Also the gasket for the sediment bowl is bad. I have some 1/8" sheet neoprene will this stuff work or will the gas attack it? Thanks, Karl
