They are not seized. I can push them in and they spring back about 1/4" short of even with the head. I do have the parts book and that makes sense as there are springs behind them. I don't think anything is holding them in except oil suction and their o-rings. They are not steel and a magnet won't stick to them. I also tried my shop vac in desperation. As far as the access hole it is maybe 4" down to the backside of these actuators and it is only a 3/8" hole. I tried prying again pretty hard with a small scredriver but am afarid I will scratch something. I'm sure there must be a trick of some sort. Maybe your's were sticking out beyond the head a little when you took it off.
