Renewing threads in M axle carriers?

Hello - I just purchased a nice set of fenders for my 1946 Farmall M. Unfortunately the tapped holes in the axle carriers are pretty well rusted, so there's not much "bite" for the cap screws. I'm afraidto tighten them for fear of stripping the threads. How can I renew the threads in the housing? I don't think chasing them with a die is the answer (I cleaned them out really well with penetrating oil) - they're that badly decayed.
