The 460 hydraulic pump is easy to change. It is located behind a steel cover plate on the left side of the transmission housing just ahead and below of the clutch pedal. If your tractor has power steering it will have two pumps mounted piggyback on the back side of the cover plate. One pump runs the power steering and the other runs the hitch cylinder and the hydraulic outlets. I'm not sure if one bad pump could affect the other, but it's possible they could both be bad. If you have an I&T shop manual, it should have some test procedures you could follow to determine the problem. I'll take a look in mine tomorrow. I'll try and get back to you. Good luck.
