Super A Govenor

It is time to rebuild the govenor on my 48 SA. I looked in the parts manual and it looks pretty simple. I noticed that the most wear is in the the top shaft that hooks to the throttle lever. In the parts manual this shaft has some washers and seals but no bushings or bearings. Will I have to have this drilled out and a bushing installed or is it likely a severly worn shaft? I haven't got it apart yet so I don't know what I'll find. Thanks in advance.
