I am having trouble decifering your decifering! If your RPM is not holding steady or the engine starts losing RPM when you place a load on it, it might be a combination of a weak spring and a wobbly thruster bearing behind the spring. That thruster bearing should slide horizontally on the shaft but not wobble. Also make sure you got the governor shaft connected correctly into the slot in the butterfly on the carburetor.
