IH 574 3.0 lift drop delay

Hi IH folks, I am trying to help a friend figure out the 5 second or so delay in his 3.0 hitch on an IH 574. The transmission is presently filled with universal tractor hyd/trans fluid vice the recommended "IH HY-Tran". The filter element was missing and has been replaced. I have an I&T shop manual and operator's manual and have adjusted the the lever(s) links to specs. The load control on the top link moves freely. Doesn't seem to make any difference in what positions any of the four levers are placed, the delayed response is the same, loaded or unloaded, lift or lower, hot or cold. Thanks for any incite you can provide. I have a Case VAC & a 311B, both with eagle hitches and one lever. I am probably just too dumb to figure out all these IH levers. Joe
