Farmall H Governor questions

I have my H running smoothly now, but it won't slow down! When I retard the throttle the speed decreases only about 1/3 to 1/2 of full rpm. I have visually inspected the governor's innards and there is nothing stuck, rusty, or bound up. Unfortunately, I cannot tell if anything is too loose. The governor spring appears to be distended (elongated) compared to the picture in the manual. Both the Idle Stop Screw and the Speed Adjusting Screw adjust within the instructions in the I&T Service Manual. Any magic words from "been there" guys? What generally goes wrong/wears out on these? If parts need to be replaced can it be done without removing the unit from the engine? Should I send it off to be overhauled or can I expect to be able to R&R parts? Appreciate any and all suggestions. Thanks D-2
