I don't have a manual for the 1700B but do for the 1400B,go to the link below and you can download a copy,it is a very similar machine,this manual covers the electric shuttle shift with a four speed stick shift gearbox,the common cause of the problem you are having is the F/R shift switch,that switch controls the F/R and neutral start,the contacts inside can wear out,the switch is not cheap so you need to establish if its failed before buying a new one,follow the trouble shooting guide,the electrics start on page 461,on the top menu of the first page you will see a square box with the number 1 in it,delete it and type in 461 and hit enter,that will take you to the electrics,scroll down and you will find the start section.
