Kelly: I am 70+ years old and ran my share of td 14s. They were know for cracked heads. No kind of addiative will fix the head. The $ 1700 to 2,000 sounds a little high. First where are you located. Second get me the casting number from the head. Think there are still several laying around here. Does your tractor have a second radiator tank back at the rear of the hood next to the dash. That was an improvement to help stop the head cracking.
