How do I know when PTO is turning at 540 RPMs?

My dad would put a hand held tach on the pto shaft
then set the govenor to run a certain speed unloaded. That # changes for the different makes and models and should be listed in the manual. Or you could ask on that board somebody would probly know. The hand held tach may be a pain to find today, years ago then were cheap but you get what you pay for.

I have a Case 595, the tach shows 540 pto at about 2200 rpms.

My tractor does not have a tach for pto or engine speed. If I knew the gearing for the pto I could guess better by judging full throttle vs idle speed. This does not sound easy though.

So look @ Bobby B's post again. Engine/pto rpm for practical purposes is 4:1.
