I'm not sure what part of Texas you're talking about, but I have 65 acres in Lee County, and have planted oats, clover with some success. I have to fertilize the S*&^& out of it, but it will come up. Some folks in my area are growing peanuts--

If its deep sand like on the beach, not much would grow. But since you have cactus, it sounds as if you have shallow sand. I would think you would need to add some organic material to the soil, by adding manure or other crop residues. Watermellons and peanuts like sandy soil. Just keep incorporating whatever you can grow back into the soil until it builds up in organic material. Grasses of the bermuda variety, I think, would do well on sandy soil after building it up.
