You should be able to stop the pto with your boot or by puting a load on when its diengaged. Other wise, the pto spining when not engaged and with out load is common on tractors with SOS.

Is the pto just freewheeling.. or is it actually powered all the time?

hello kevin---your pto is a clutch-pack lockup-,cable controlled. I think these sos trans had this problem, due to plates in pack warping, binding up, locking it in. it would need to be torn down to correct if this is problem--But ,find a manual, check cable adjustment first---your 4000 can be converted to 12v, no problem. paul

What year 4000 are we talking about.

If you do not know can you at least tell us is it a 4 cylinder or a 3 cyl engine.

Your best bet is to come over to the Ford board on this site as there are many guys over there that can help you out.
