Purpose of an power steering filter

I bought a Ford 800 series tractor that has power steering. I decided to change the fluid in the unit and found someone had removed the filter and the retainer from the reservoir.I added the filter but on the base where the filter goes , there are two openings, the return and the opening that goes into the pump. This fluid goes from one opening to another with being filtered. What is the purpose of the filter .

Its to filter out the microscopic bits of metal and other crud from normal wear.

Yes, but what I'm saying is that the fluid does not go through the filter , it goes directly from the return to the opening to the pump.

I'm sorry but the article I posted should had read---the fluid traveles from the return to the opening to the pump and does not go through the filter because both openings are inside the filter.what is the purpose of the filter.
