A neighbor just bought a new 22 HP lawn and garden tractor at the local home improvement store. Would that horsepower be rated at the pulley or the drawbar?

Dave, I agree that has to be right at the engine shaft, cuz by the time its energy had to transfer and be used up in any transmissions etc its likely down to half that or less. Horsepower is a function of Torque X RPM and those small short stroke engines dont have a lot of torque, so they have to make up for that by running at high RPM's. On tractor engines they have more HP on the belt pulley or crankshaft etc then the drawbar cuz they loose energy in the form of friction causing heat in the trannys n rear end gears. Remember, you cant create or destroy energy, just change its form like when friction in the gears results in a transmissions input energy being expended in the form of heat.

I just cant see any 22 HP lawn tractor being geared down (for torque) and weighted down (for traction) doing the work my old B tractor which was way less supposed HP lol

Most likely at the engine flywheel. If that engine is ever asked to put out the full 22 HP for a considerable amount of time I imagine it would self destruct. Not at all like a real tractor which could produce full rated HP all day long and do it all over again tomorrow.
