A ZF transfer case should be power up, FWD disengaged. Power down, FWD engaged. If you have power on the solenoid, you likely have a weak solenoid. They still spark a bit, and will click enough to screw with your head and make you think it works. A weak solenoid will work to some degree. It is more noticeable on the road. If you disengage the FWD at road speed, you should notice the difference in noise. A weak solenoid will then gradually allow oil to seep through and reenergise the FWD. Noise/whine will gradually grow louder. Let's hope for a bad fuse. Solenoids are several hundred bucks, and odds are, the solenoid is bad. HTH.

From your description, it sounds like the same setup as my Fords have. That tube with the wire inside runs into a square box that has a plate cover held on with 4 bolts. Take that cver off, and you will likely need an allen key to get 2 screws out that retain the solenoid. Before you pull the solenoin, you can easily check for voltage to the solenoid, and rule out bad wires. The solenoid should just pull straight out once the 2 retaining screws are removed. as I said, I am just assuming that this is set up the same as the Fords, as they both sourced their FWD systems from ZF. HTH.

On the right side of the MFD gear box you should see a plate with 4 bolts. Remove that plate and you will find the solenoid.
