I bought my Cub a brand new Fairbanks Mag off e-Bay. The screws on the cap were loose, I opened it up, everything looks to be in place. I installed a new end and brass rod. We installed it in the tractor, pulled the plugs and cranked it by hand, looked for a spark by holding a plug on the block (on a spot where the paint is gone).

The impulse sounds good, but we can't see any fire. I checked and the point are opening, the capacitor isn't shorted. I measured 1.4 ohms between the point side of the coil and ground, the high side (Spark plug side) of the coil reads almost 4,000 ohms to ground.

Is my coil bad? Any other ideas? (other than don't buy stuff off e-bay)

Wouldn't be the first time mag rotation is opposite to the impulse that's fitted.
I am always surprised that these things are not checked out for spark/rotation etc before fitting.
They are much easier to sort out on the lounge floor.
As said lower down, clean the points very carefully and set the gap to specification. Presumably you have not fitted any resistor type components in the HT side.
Get back to us how you get on and we'll try harder if we know exactly what's been checked, and it's still no go.

The Impulse snaps nicely- I assume this mens the rotation is right. Is this correct?

Not necessarily. It means the impulse is set the right way. I don't know what you have there, but know my American Bosch mags have different positions for breaker cam and rotor gear depending on rotation. I suppose if distributor is in just wrong place, spark could jump the safety gap instead.

the biggest share of mag problems can be solved by cleaning the points. like was stated, if you bought it as a "working" mag, I'd send it back.

I've seen a lot of IH mags and a couple of WICO mags on cubs, but not familiar with the Fairbanks mag, however the operation should be the same. If the points and condenser are good, then either the coil is bad or the magnets have gotten weak. If the seller claimed it was a working mag, email him and ask about it.

This was sold as a new Mag, I have it in hand and am willing to spend a few $ to make it work. I obviously don't know much about magnetos, I see this as a chance to improve my knowledge, I wouldn't learn anything if I put it in and it ran on the first try.

How do I check the Coil and/or magnets?

Polish the points by drawing a business card back and forth through them, and then, while they are held open, flush away any residue with electrical contact cleaner.

Not knowing what mag you have, are the gears that drive the rotor properly timed (if applicable). Do you have the correct, matching, cap and rotor?

This is a brand new Mag, I'm pretty sure that i have the correct cap, etc. The mag snaps when the impulse fires, so I trust that the rotation is correct. We haven't got to timing yet, we were looking for a spark before going to that point. I figured that I would line up the Compression on #1 with the plug wire going to #1 and go from there.

It is possible that the points are grungy from sitting, I'll try giving them a cleaning.
