I read here that the new rule says we need to use four tie downs. That only applys to anything over 10,000 lbs. here is the rule for under 10,000 lbs. Hope this helps BUDD
§ 393.128 What are the rules for securing automobiles, light trucks and vans?

(a) Applicability. The rules in this section apply to the transportation of automobiles, light trucks, and vans which individually weigh 4,536 kg. (10,000 lb) or less. Vehicles which individually are heavier than 4,536 kg (10,000 lb) must be secured in accordance with the provisions of § 393.130 of this part.

(b) Securement of automobiles, light trucks, and vans.

(b)(1) Automobiles, light trucks, and vans must be restrained at both the front and rear to prevent lateral, forward, rearward, and vertical movement using a minimum of two tiedowns.

(b)(2) Tiedowns that are designed to be affixed to the structure of the automobile, light truck, or van must use the mounting points on those vehicles that have been specifically designed for that purpose.

(b)(3) Tiedowns that are designed to fit over or around the wheels of an automobile, light truck, or van must provide restraint in the lateral, longitudinal and vertical directions.

(b)(4) Edge protectors are not required for synthetic webbing at points where the webbing comes in contact with the tires.

Here is the tractor. If you read it you will see that it says tractors under 10,000 lbs can use rule 393.128. That is the rule for cars above.

§ 393.130 What are the rules for securing heavy vehicles, equipment and machinery?

(a) Applicability. The rules in this section apply to the transportation of heavy vehicles, equipment and machinery which operate on wheels or tracks, such as front end loaders, bulldozers, tractors, and power shovels and which individually weigh 4,536 kg (10,000 lb.) or more. Vehicles, equipment and machinery which is lighter than 4,536 kg (10,000 lb.) may also be secured in accordance with the provisions of this section, with § 393.128, or in accordance with the provisions of §§ 393.100 through 393.114.

Hay... there is the tractor. Thanks, I just wanted to see it. I noticed today an excavator chained that way. Glad to see they did know what they were doing.

I is, I is. I was truckin a long to a tractor pull on the Ohio Turn Pike a few years back with three tractors on. I have always used one chain from one side of the trailer to the other crossed at the center to keep it from shifting and drive it tight. I do the same on the front except I boom it tight with a three foot pipe. I have always did that each tractor if I have one or three loaded. I see in the rear view a State Patrol car coming. When he was beside me he slowed down to the speed I was running, bout 60 or so. He just creeped by me until he was even to my door. I looked in at him and he gave me a wave, I waved back and was on his way hammer down.
All this time I thought he was admiring my tractors. (:^D

That is also my understanding. BUT!!! Like all DOT stuff, the states are free to make individual state laws and regs tighter than the federal standard. I think there are a few states that require 4 tie downs for under 10k.

Best to double check with the DOT enforement officers at the local state trooper station.
