I haven't been around one for awhile, but all these old engines are pretty simple. First ensure it is getting fuel to the carb. It burns gas. Make sure the check ball on the end of the fuel line is free and clean. Make sure intake valve is free also. Check spark by pulling wire off ignitor and spin the flywheels while holding wire against ignitor spring. You should see low voltage sparks. Check timing, don't remember what marks are on an 'E', but that might be a good excuse for you to get a manual. There's a butterfly valve to set (I think)...the one I had started up nicely, but another at a show I saw would not start by itself...had to be belted to another engine to get it to fire-up. Keep us posted.
