Looks to me to be a Letz feed grinder. Check the link below to get a difinitive answer. Letz mills were commonly (exclusively?) sold through John Deere and came in several varieties and sizes. It doesn't really have buhrs to speak of, but rather two serrated steel plates that do the grinding. the hand wheel on the right of your picture is the tentering screw used to adjust the spacing inbetween the "stones" and thereby adjust the coarsness/fineness of the grind. A spring keeps the plates separated, and they should never touch. If they do touch, they will wear down prematurely, cause a lot of heat/noise/etc, and burn up the grain you are trying to grind. This is less of a problem on feed mills as you are really cracking the grain rather than truly grinding it down.
