3 1/2 horse Briggs problem

I have an old mower with a 3 1/2 hp briggs that is in good shape and hasn't been used much. I got it running after cleaning the carb and replacing the diaphram but it seem to want to surge especially at lower rpm. I tightend the throttle spring a little and this helped somewhat at full throttle but it still surges. I used it yesterday but it seems to be running too rich (black smoke). It doesn't seem to matter where I set the mixture screw. After 1 3/4 tank of fuel it stalled and wouldn't start again. By this time I was ready to add a little T.N.T. Any suggestions?

I am having trouble with a 3 1/2 horse Briggs myself, but a different problem. You didn't tell how old your engine is, but if it is fairly recent, last 20 years or so, there is a rubber diaphram between the carb and gas tank that gets a hole in it and causes all kinds of grief. The gas tank is actually part of the carburetor assembly on these engines. You need to replace that rubber diaphram and clean the carb real well, in my opinion. I have a push mower that did this recently. Fuel stabilizer is a must in these small engines, again in my opinion. I never put gas in my small engines that does not contain stabilizer, even if I run the gas out in the same day. It just doesn't pay to take chances. A lot cheaper than a heart attack and all the cuss words you know. Good luck. Regards..... .P
