Are you sure it's not working? The VE4 has an uneven firing order, so it always sounds like it's 'missing'...how do I know? Because I had a VF4D engine that I thought wasn't firing. I took both heads off and was stumped until I noticed that the distributor cam wasn't square. Then I investigated further and found out why.
The VE4 is similar, except with the magneto, the mag fires twice as often as most engines.

Plug fouled? While running, put on a glove and pull the wire off the spark plug. Hold it about 1/8" away from the plug terminal, so the spark has to jump two gaps, and see if the cylinder then starts to fire. If so it"s the plug.
