3pt Hitch Won't Go Down

I posted this in tractor talk, but no one replied. The tractor is an Iseki TS2420F. The 3pt lift arms will not lower. They will try to raise, but they are already at their maximum height. Also, anyone know where the filter is on this tractor? Fluid is full, lever pin is fine. Also tried to adjust the knob under the seat at about all settings. I need this fixed ASAP, so quick replies would be greatly appreciated. Thanks.

I just bought a Ford 9N and I have the same problem. It has a large disc on the back and it lifted up, but now it won"t go down. When I put the lever in the down position and shut the tractor off, after about 5 minutes the implement slams to the ground. So I guess, technically, it does go down, just not when I want it to. Does anyone know how to fix this?

3pt clyinders are single action with force applied to raise only, weight of the attached plow etc forces the cylinder forward. A possible way would be to loop a chain around a lift arm and 8-10 ft pipe under the axel using the leverage to force the oil from the cylinder, if this fails you could have a mis-adjusted spool control. Not knowing this tractor I have no ideas how these adjustments are done so my thoughts above are just a way to get a lazy 3pt down. Good luck.

I'm not familiar with your tractor but mine has a lever to lock the 3-point arms in the up position for transporting implements. Could that be the problem?
