39B, that is a tough question. ~There probably is no one problem & there is no seal at that point on either tractor.
~About all you can do is pull the pulleys off & look for sleeve to pulley wear, plugged drain holes in the dust shield, excess crank end play [you don't have to pull the pulley for that].
~The 520 has trans gear oil in the 1st reduction cover so it could be an overfilled trans, too thin a trans oil or some other reason the 1st reduction cover is over full. ~With enough wear they all seem to seep some oil at the pulley to 1st reduction cover.
~Now on the "B" [it has engine oil in the 1st reduction cover] you could have the same problems or you could have a loose R/H main bearing that allows too much oil into the 1st reduction cover, combustion blow by that pressurizes the crankcase, plugged 1st reduction cover drain back hole or oil that is too thin.
~That is tough problem to solve & I usually remove the pulley & clean the pulley back side real good, then make sure all the drain holes are open, pack the outer pulley bearing, replace the inner pulley bushing if worn, set the crank end play & re-assemble, then run for about 1/2 hour & pull the pulley again to see if I can determine where the leak is actually occurring. If lucky the leak will either be gone or just starting & can be caught in the act.
~One last thought, if you are operating the tractor with the pulley on the down side of a hill, that will intensify a leak in that area ..... ..... .
