I have an MT that wants to run wide open. If you move the throttle shaft by hand it doesn"t want to idle, but when you let go it will run wide open. With the linkages all hooked up, you move the throttle lever up and it will just about shut the engine off, when you move it alittle bit, the governor just pushes the throttle all the way open. I had the governor housing cover off, the weights looked OK, all the springs have good tension. I have adjusted the linkages by the manual.

gov's can be a really touchy repair. start with the basics like no binding, all pins & rods liked correctly, and so-on. make sure your throttle lever is positioned on the shaft correctly and tightened. it is normally the simplist things that throw gov's off there normal operating cycle. if all fails, do your gov setting in reverse to ensure you haven't left out any setting or step in the proceedure. good luck and post back if there are still issues. it may take you a few days of tinkering with it to find something that is just not quite right.
