We have a 1968 3020 diesel. replaced both batteries and cables. The problem is when I hooked the small ground wire up it sparked bad and the starter motor run continuously. When we got the tractor that wire was not on it and the cables were crappy which is why we replaced them.

If I took the ground wire off everything worked fine. Polarized it before starting the tractor. Run it about 1 1/2 hours and now all it will do is click. Batteries are dead.

Any suggestions or ideas?

Which "small" ground wire? There should be a fused ground wire which connects the center battery-to-battery cable to the tractor frame. That is the 12 volt ground wire, and the 12 volt circuits will not work without it. If the wire is missing, or the fuse is blown, you will have 24 volts at the fuel gauge, and at the head lights. If the fuse blows as soon as you attempt to make the connection, you most likely have a short in the starter solenoid or a misconnected wire. I recommend that you install a circuit protection kit on the tractor to prevent major damage to the wiring as the result of a short circuit.

Jeff, The ground wire you speak of connected to the starter is not a ground wire or cable, rather a normal hot 12 volt cable from one of your two batteries. The starter on these 24 volt systems are not grounded to the frame what so ever. Your problem is the starter solenoid has contacts within it burnt/welded together. Remove the complete starter and have it checked out and repaired. Both your electrical and draining problems will most likely be fixed by your starter repair. Good Luck, Dave W.

You have an internal short in the starter or messed up wiring at the starter solenoid or the wrong starter solenoid... should be a 24-Volt unit BOTH sides of the coil windings brought out to external terminals isolated from it's metal case.

Here's a link to gwece's wiring diagrams which should be similar to your 3020.

Pull the end cap off the starter and check to see if the thrust washer is still good.If it is worn out that will allow the comutators to short out on the end cap. Recently had a a 3020 that had worn the end of the armaure so bad, I had to replace the starter. There was no shoulder left to hold the thrust washer.Worst one I ever saw.

Is it a 24 volt or converted 12 volt system?

Not sure but it has 2 batteries and still has the generator on it. I think it is still a 24 V system. It is wired like the PDF file on the 4010 on that link. However like I said when I take the ground wire off the starter works find but when I put it on it arcs bad and spins the starter continuously.

It also doesn't seem to be charging or it is charging backwards as the batteries were completly drained after about 1 1/2 hours. They are new and were fully charged

Wiring error. Is the voltage regulator bolted solid to the chassis or riding on rubber mounts?
