This tractor must be an exception to general rules because I set the gov. to carb linkage as long as it would go and the lever to gov. linkade as short as it would go and the governor worked beautifully. Very responsive and worked throughout the whole range. It ended up being about 1/2 to a hole LONG for some reason but whatever. Thank you so much for all that help and patience and helping me with my tractor that apparently has its own mind. ALL of your tips helped me (especially the one about taking up the play, that one was the key and when my light bulb came on)

Hey, that's great to hear!

If you want to figure out why it's still long, just put the throttle all the way back, unhook the throttle lever to governor spring rod, hold the carb butterfly against its idle stop, and then you'll see what the ideal dimension of throttle rod should really be. I suspect that's where the excess length is.
