If you had bought a DIR108 INSTRUCTIONS & PARTS MANUAL for your D you would know ?? It really isn't going to matter where the governor is on a 28 D as the drive disc for the mag is adjustable 360 degrees. To time the camshaft or the valves first make sure the flywheel is on the crankshaft properly. Be sure the small dowel pin on crankshaft is in the extra deep keyway of the flywheel. Also make sure the ends of tappet rods are located properly in the cam follower sockets.

(1) Remove the tappet case cover adn turn flywheel until all levers are free just before LH exhaust valve opens. Adjust tappets by tightening adjusting screws until there is no shake in levers. Then back off adjusting screws 1/2 turn. Be sure to retighten clamp screws.

(2) Turn flywheel in direction engine runs until exhaust or LH valve on LH cyld. jsut starts to open. (note: the 2 inside valves are intake and 2 outside valves are exhaust).

(3) The mark on flywheel "LH EXH. OPEN" should be in line with or within one inch of arrow on cover. If not within 1 inch, loosen bearings on both ends of camshaft and remove left bearing.

(4) Pres down the the leftend of camshaft to seperate the camshaft gear from crankshaft gear and then turn flywheel until flywheel mark is in line with arrow on trans cover. Then raise the left end of camshaft. It may be necessary to move flywheel a little either way to mesh teeth of crank and camshaft gear. Put on LH camshaft bearing and retighten bolts. Then check timing to be sure changes made are correct.

A I&T JD-4 manual for the style D would have told you this also. Same engine more or less. Get yourself some manuals 800-522-7448.
