Rman, on those holes in the linkage & spring at the governor.. Those holes are for setting the fast idle RPM not linkage control speed. Unless that spring is broken or rusted thin it probably isn't your problem.. ~On the looking inside the governor?.. You can't see much from the L/H side cover on those D governors. The R/H side is the side to use but it isn't easy while on the tractor.. Unless the spool is hanging up inside the governor usually a governor problem allows too much RPM as the governor's job is to slow the RPM down.. That coil spring on the linkage rod is what speeds the engine up, the governor tries to keep it from doing that.. ~On your linkage slowness to gain speed?.. Start with the engine not running & work the carb & governor linkage by hand.. See if you can feel any stiffness or hang-ups & see if it strokes smoothly to full throttle. If not, find the hang up.. If it strokes smoothly, remove the linkage at the carb & operate the carb lever by hand [engine running].. While operating the carb by hand, hold the linkage coming from the governor with the other hand & see if it tries to move smoothly like it is trying control the carb.. With the hand throttle lever all the way to fast idle the governor rod should try to move in the direction to open the carb as the carb is manually moved to idle.. ~If the engine doesn't speed up at a decent rate when operating by hand suspect a carb problem.. Maybe try running it with the choke about 1/2 back on.. If choking helps, try opening the load needle some more, if it still acts up post back or E-Mail for carb troubleshooting procedures..
