Help with governor fork and plunger for JD D!!!

I am currently working on a 1927 JD D. I am in the process of putting it back together, from being painted and stumbled across a situation with the throttle plunger and the fork on the governor.For some reason it will not line up to slide the shaft through the governor case and the plunger fork. I am baffled on this, I have at least 1/8" difference between the holes for the fork and the shaft. I was able to get the shaft through the fork, but then everything was so tight nothing would work, and the plunger from the governor had so much tension it wouldn"t even move.My friend suggested taking a dye grinder to the fork so the plunger will fit, but everything worked smoothly until know, what happened??Thanks for any ideas or suggestions!!

Something went together wrong? The sliding sleeve should have the flat against the weight fingers and not on top of it so it slides over and then the fork against the thrust bearing. Fork or shaft backwards?? Hard to find a good diagraham of the early D govenor. I&T just shows the one for styled D. A sketchy diagraham in the JD Service Manual for JD Tractors & Engines. It covers the early D, GP, & E engine.
