46 A just rebuilt engine started up,revved high, wouldn't idle correctly.

My 46 did about the same thing. I drove it around and couldn't tell much difference, after I pulled a 2-16 moldboard all day plowing down terraces the 15w-40 oil had cleaned all the gunk and gum out of the gov'ner. Works fine now.

Operate the linkage by hand [engine not running] & check for the linkage rubbing or contacting the fuel tank or tank mounts, or anything else.. Then look closely at the big leaf spring on top or the governor shaft for signs of cracking or being bent incorrectly...

~One more thing.. Make sure the leaf spring is installed correctly & bending away from the governor lever & not into it. That big spring is what gives you wide open throttle [does it?] & the governor's job is to try & keep that from happening [can it?]

Remember that when the hand throttle lever is moved to wide open, the leaf spring in the throttle linkage wants to open the carb to wide open but the governor wants to keep it from doing that,,, so usually when the governor isn't working correctly the carb will go to wide open & not slow down.

Check the throttle rod setting. the spec calls for the throttle and carb to be set at Wide Open Throttle (WOT) and then the rod to be about 1/2 hole "short" of reaching where it fits into the carb. MAKE SURE any washer and/or lil cotter pin doesnt interfere with the free movement of the throttle. Some say they usually set it to 1 hole short to get it to a different place in the governor spool travel & that seems to increase governor response just slightly on the older worn tractors.

Check the throttle linkage for binding or rubbing between the governor and throtle. Does the throttle close completely when you pull back on the hand control?

Yes the trottle does close all the way and every thing looks fine.
