Rman, I guess I don't fully understand what you have hooked where?
~You say, " run one set of hose to back of power-trol"...How many hoses do you have hooked to the back & where are they hooked? ~You also said, run return down at bottom of housing, where you drain housing"
~Do you have more than 2 hoses hooked up to the tractor? If only one hose is going to the rear of the P/T valve where is it hooked & with what type of plug?
~It sounds like the rock shaft is trying to work at the same time as the loader so explain exactly what you have hooked where?

RMAN, it sounds like the way you have it plumbed now the rockshaft is trying to raise when you lower the loader. Try moving the loader pressure hose to the bottom coupler. The rock shaft will just go up & stay up while the loader is working but won't try to pressurize when lowering.....
~Or use the proper [closed front] power-trol adapter [outlet coupling] in the lower P/T outlet & plumb the loader raise hose to that.
