Wheel Horse, Bolens and Cub Cadet all used a small diameter disc brake set up on the rear axles.
For the crawler I am building the Wheel Horse and Bolens look like the same caliper and pads but the Bolens disc has an off set that might work better for clearences.
What type of garden tractor are you using for a base frame on this project?
On mine a 1973 8hp three speed Unidrive that has 1 inch axles and only four pinion gears will be used so the differential doesn't have to work too hard when steering as opposed to the 10 pinion positraction type or the heavy duty 8 pinion.
One other bit of information I can share is do not make the tracks too long as this will also make for hard steering sice there is too much track to stop/slow down.

The Wide Frame Cubs had external Disc Brakes and the model 982 had individual Disc Brakes.
