I was working on this lawnmower earlier today. The alternator belt broke and so I got a new one and put that on. Which by the way is not that quick or fun to replace. When I was putting the new belt on I took the red positive battery cable from the battery to the starter off at the starter. Then it hit the frame and it started arcing and shooting sparks. Once I had the belt all back on and the cable back on it wouldn't crank or anything. I checked all of the fuses and they were good. I also tested the nuetral relay and that was fine. The seat safety switch and all other wiring looked good. The only thing was that the fuel pump doesn't "click" when you turn the key. However, it will "click" if you pull the one fuse out and push it back in but still wont start the mower.

When working on electrical systems it is normally best to pull the negative cable from the battery.

If I remember some 430s had manual circut breakers
They would have white buttons I think close to dash around battery an storage tray

If memory serves me correctly, there are two sets of windings on shutdown solenoid.There is a hold and a pull circuit. Simply take a test light and see if you have voltage to solenoid with key on, then manually move fuel shutoff to run position, if it stays there it is most likely a problem in the relay. I would also check grounds. there is a ground strap as engine is isolated with rubber mounts. If you need more help let me know.
