i watched the valves turning over by hand,so the ex valve opens just a bit afer the intake closes on compression-then closes just before firing?

rotate the crank,as it comes up on compression, keep tuning till ex valve closes ,then a littl more ,just as piston starts down,this is where you set the valve clearance.the piston my be 1/4 inch down at this point. see if that makes the compression release open the ex a little more.

That is correct way for most engines to act, that is the compression release working as it should.
