I have a briggs 5hp with a pulsa jet carb. The tank is filled with some kind of sponge material. Is this some kind of filter or can I remove it?

you can get rid of that foam, it causes more problems than it solves.

They put the sponge stuff in there to keep fuel from moving around while turning. Like on mini bikes and go-carts.

thanks Chad, I guess I don't need it then because it is on a log splitter. It will only run on choke so I have to try and clean up the carb. I thought maybe that foam stuff was blocking the fuel intake
