have a B&S 16hp I/C engine that surges at idle runs smoothly when power applied any help?

The EPA has made the small engine man. Lean the carbs out like they did the cars in the '70s. The later carbs use fixed jets. Use small numbered drill bits to enlarge.

If its a horizontally opposed twin i know what your talking about. It wants to die and then perks up and dies and perks up. Ive never been able to fix mine. I have improved it but when it really idles down it still kicks around like that. It must be something with the twin design. One cyl gets a spurt of fuel and offsets the other one etc....

Surging on any internal combustion engine usually means a lean running condition.

It sounds to me like a carb ajustment. Try resetting the idle mixture.
