Burdens Surplus Center ,Lincoln Ne has a Peirce governer that can be belt or gear driven.I dont remember the price but it was very reasonable,I lent my catalog out otherwise I would post the 800 number. They have a great catalog with many intresting parts and supplies .
Good Luck Terrance

Contact a Toro distributor and ask for a govenor for a 327 Groundsmaster. It had a continetal engine with a pulley driven govenor which was set at about 3000 rpm.
