165Hydro starting problem

My Deere 165 has a 12.5 HP Kawasaki and it runs great IF you can get it started. I have new spark plug, new battery, new fuel filter, fresh gas, but have to crank and crank. Sometimes it will eventualy start or it may not. Throttle lever must be all the way up for choke to work and it closes like it should. I'm wondering if the fuel pump is weak or the starter drags enough to not activate the electronic ignition? I understand the old simple ones. What do you think I should check?

You should dis-assemble and clean the fuel pump.
they are fairly simple diaphram pumps with 2
valves and a main diaphram. Sometimes the small
rubber valve get debris in them like bad fuel and
or small particles of worn out hose and they just
will not pump. Good luck Ryan K
