I had a very similiar problem but with a Tecumseh engine. First does your engine have a primer bulb on it? If so take it off, clean out the passages & put a new bulb & retainer on. Thats what I had to do for the Tecumseh. I did everything you did & the fuel still kept coming out. According to the Tecumseh manual a plugged atmospheric vent could be the problem. Well I couldn't find a so called atmospheric vent anywhere. I then got to talking to an older gentleman who used to work on small engines and he was the one that told me to replace the primer bulb & clean the passages. I did it, put it all back together and it has been running fine since. I hope this helps you out.
