57 Fordson Major Brakes Help

Why does the braking system not work so well? In the last 5 years we have replace the brake cables in the rear three times as well as the other parts. Is the system just weak because of design or could this be a bigger problem.

I don't understand it either. I had new lining put on and I still can't get it to stop on a slight downhill slope.

Yes John there is oil in the brake system. That's what is driving me crazy I can't figure it out.
