air in fuel line - Fordson Dexta

I have a 1959 Dexta I just totally dissasembled, painted, and put all back together with new gaskets, seals,new fuel shut-off/primer pump on the bottom of the tank, new "hose" fuel line from the tank to lift pump, a brand new lift pump, and a new fuel filter. The tractor will run all day at idle but when I get it under load it will run about 30 minutes then act like its running out of fuel and die. I notice I am getting lots of tiny air bubbles coming out of the fuel filter outlet bleeder but the fuel inlet and injector bleeder are a steady flow. I checked all the line fittings, checked the fuel cap, removed the fuel filter to see it that helped, and even bled the lines at each injector line. The tank was just cleaned too. The only thing I can possibly think it could be is the new primer/fuel shutoff not letting enough fuel come through. When I remove the line at the lift pump there is a steady stream but only about half a pipe, I personally figured there would be more flow but it was still a steady slow (more of a steady trickle if you ask me) I have heard of these failing when new since alot of the parts inside are plactic. This problem is a big mystery to me and I am hoping someone could offer some help.

Sounds like the upper part of the AIR filter is plugged these have to be boiled out once in a while. You done that yet?
