It"s important to establish where the leak is. If from the sediment bowl connection, that"s a straight forward repair. If from the lower drain plug in the carb, that too is easy. If it"s coming out of the crossshaft bushing area that is a sign that the carb bowl is over filling, As has been mentioned, that is usually caused by a needle that is stuck open- usually from debris. Are you closing your fuel tank valve after you shut the tractor off each use? It is necessary to do that always. If you don"t and the needle is stuck open, fuel will fill the carb and work it"s way up the intake manifold and fill any cylinders where the valves are open. This happend to me once. Now when you try to start the tractor, the fuel won"t compress like air does, so it will be forced past the rings in to the oil pan. You"ll then have a mixture of oil/fuel and you don"t want to try running like that. You may be ok if you drain it and refill with oil and you haven"t blown the head gasket out. Shutting off the fuel tank valve will prevent this from ever happening. You may still have some problems with the stuck needle, but it won"t fill with fuel at least.

Your carb problem is most likely from some dirt in the needle/seat area which would cause that. As far as the starter I always take them to a starter/alternator shop because they have the right equipment to check every thing out. A simple rebuild is just brushes and bushings but you still will not know if theres other problems in it with out the correct equipment to check thing
